Root Makefile references missing web/ directory and contains .PHONY typo
The root Makefile is orphaned: all non-trivial targets write to or cd into a web/ directory that no longer exists (site content now lives at apps/www/). No CI, docs, or contributing guides invoke these targets, and one .PHONY declaration is mangled. Running make github.contributors fails with 'No such file or directory'.
